Well, burnt additional two rolls just to test out the issue - all of them
showed the same effect :-((. Shoot the same frames at various focal lengths,
at apertures ranging from the widest available at given focal length to
f/5.6, no flash used (outdoors daylight) with IS On and Off.
All of the cases exhibited the uneven sharpness artifact I lamented
previously. (So the IS is out of consideration)
I guess now I have to isolate the issue by shooting with different lens
(have to borrow one from a friend) and using my 28-135 on different body.
This would clearly say who needs treatment
(I would certainly prefer the body - seems to be much easier case then lens
elements misalignment or something like that).

Alex,

Yes that would be the best thing to do. Borrow a know good lens and see if
the problem follows the lens or body.
At this ppoint it almost sounds like a lens element is out of alignment.
