ANNOUNCE: EOS Beginner FAQ

(Okay. So I sent this email to the list a week ago, and as far as I can tell it never showed up. So I'm resending it in case the previous one fell into a black hole.)

I've long thought that there's a need for a FAQ which addresses the sort of questions that beginners actually ask. So I've written one.
