Just checked mine, and it's definitely there.  I wouldn't worry though, and
think that it may even be an intentional stiffness placed in the lens by
Canon.  Why... because the difference in angle between say 24 and 26mm is
much more than between 65 and 70mm; therefore, you want a slower more
precise adjustment in the short end of the zoom range.   BTW, mine's not so
stiff as to be difficult to move...just slightly stiffer than the long end.
