I wish I could help you, but even in Outlook Express 6 there is no 
such setting it seems. But there is a good reason a lot of people 
consider this mail-client crap, and this is one of the stronger 
arguments. 
FWIW: For Usenet/news, there is a semi-official Usenet-conformity 
stamp of approval around, and several, if not all, news-/Usenet-
clients from Microsoft fail to get this stamp of approval, for this 
same reason.

Is that by sloppy custom, or by official preference/rule?
And do any of those members/posters realize how many members/posters 
the list might have lost in the past, because of the excessive 
bandwidth resulting from this? 

While replying after the quote is one of the oldest rules of 
Netiquette....not just my wish....

Everytime I see that silly remark about it being my personal wish it 
makes me cringe....as if this list were the last place on the Net 
were Netiquette is still alive....
 
It's even sadder than this: 
Without Outlook and other Microsoft crap we wouldn't *have* this 
discussion in the first place....
None of the current sloppy quoters would even *think* about taking 
the extra effort to reply on top, when the default is on the 
bottom....

Also: 
One can argue that heated discussions like this can be missed like a 
sore thumb, but given the persistence of sloppy customs elsewhere, 
it's bitterly needed from time to time, to wake folks up....

Consider yourself now an ambassador of Netiquette on other 
lists/forums too....;))
