The answer to your question then will come from testing. There is no magic answer, it will depend on your ability to hold steady, the speed of film you use, and how critically sharp you need your photos. If you're shooting at 135, I'd suggest the lowest you could go would be around 1/30th. And that would be only if you can hold it steady.
