It is normal to go to 24mm zoom setting on the flash.  That is the way it is

designed since the ST-E2 does not transmit focal length information.
Doing this ensures coverage for any focal length used, but will reduce 
the flash output. If all is operating correctly you should have good
exposure.
Bear in mind, if you are testing it without film in your camera the output
of
the flash will be different whether you are using TTL/ATTL/ETTL as this 
uses the reflectance of film which is a constant v. the reflectance of the 
film pressure plate in the camera.
