According to Pop Photo (Aug. 2003) Velvia 100F has only a Name connection to the "old standard", Velvia, ASA 50. The new film is the only one with 6 sensitized layers (said to help control "natural" color under mixed lighting sources.

Fuji's aim here was to increase film speed and provide a real ASA 100, get rid of "Velvia 50 "sunburn" red skin tones, and retain fine grain and keep colors with, what Pop calls "that glorious Velvia color."

The article says the film pushes well (1 stop - with exposure
recommended at ASA 160) - and when pushed has the higher saturation and
contrast akin to Velvia 50.

If Ken and Peter claim to miss Velvia 50's saturation and high contrast
- the article says Fugi is marketing a punchier Velvia 100 (NO F) at
home, and if it takes off it'll likely be sold here in the states.
