Hmm, wouldn't you use a tripod anyway for night shots? Well, in my limited experience with night shots, I came to the conclusion that primes are better suited for it than zooms. Lens flare can be a severe problem, when you have bright light sources in the frame. Usually, primes are better in this respect. Even when compared to L zooms. A 24mm/2.8 oder 28mm/2.8 prime should do the trick. Canons old 28/2.8 is very affordable, even new, and should easily fit in your budget. And it's a pretty good lens, but lacks USM. If you prefer wider, Canons 24mm is quite good, but might exceed your budget. There are third party alternatives, though.
