Massachusetts & New Jersey do that too. I think they have a 1% compliance rate.

There is an article in the NYTimes dated Feb 5, 2004 titled "Forthrightness put to the test by a new item on tax forms," which says that NYState will, for tax year 2003, ask NY taxpayers to pony up use tax for items purchased out of state on a voluntary basis.
