Some years ago I lived in New Jersey USA and then (as now!) frequently bought equipment from B&H Photo via mail order. I received one day a letter from the New Jersey taxation authority with an order to pay New Jersey sales tax on several of the items I had purchased. As I recall from a phone conversation with one of the very helpful and sympathetic people at B&H, the New York taxation authority had audited B&H's accounts. In a subsequent conversation with an attorney, I learned that because New York and New Jersey (and maybe Connecticut) had reciprocal tax agreements, I was obligated to pay the back taxes.
There is an article in the NYTimes dated Feb 5, 2004 titled "Forthrightness put to the test by a new item on tax forms," which says that NYState will, for tax year 2003, ask NY taxpayers to pony up use tax for items purchased out of state on a voluntary basis.
