Two things. First, faster lenses are always more susceptible to sun
flare because of the large front element. There are also more elements
in the lens causing more ghosting/reflections with the increased number
of surfaces compared to your 28-105. When you add the filter, you add 2
more surfaces and increase flare again. Yes, this is normal for a fast
lens.
Use a hood and do not shoot into the sun if at all possible.
