Yes, the tighter you turn the tension ring, the harder it is to turn
the focus ring. They move together.

I urge you to never tighten it more than a little, which is all you
will need. If your focus ring is tight to move, you have the tension
way too tight. I actually hardly ever use the tension ring anymore
while shooting, but prefer to just pay attention to using my hands to
control the lens. I use a slight turn of the tensioner only when I put
the camera/lens in the case. Just enough to keep it from slopping
around and moving.

I have found having the lens free to move while shooting makes me try
more focal lengths and framing, makes me more aware of the focal
length I'm using, and adds variety to my shooting rather than
pretending it's a 400mm lens and locking it there. It also makes it
easier to zoom back when a bird flies toward me. Nothing worse than
clipping a wing :-)
