For actual throughput, the factor is more like 9 or 10
depending on how many parity bits get involved. If it
is packet based, the actual "real" data transfer speed
(the actual throughput) will be further reduced by
handshaking overhead and other information most of
which is discarded. 

The actual throughput makes much more sense but that
is very subjective to the type of device, interface
and the type of protocol being mounted on that
interface. So its never easy to figure these things
out and many a times the figures quoted are useless
and misleading, but they are the only sure paramateres
available.
