How about:
GIMP - completely free under the GPL, and has a RAW plugin available if
you ever wanted to load your raw files.
PaintShop Pro - cheap, quite quick to load, and pretty powerful. IMO it is
somewhat less intuitive than GIMP and Photoshop though.
