I just tried it with my 580EX on a 5D. This is what I found.
If the diffusion panel is deployed, (that is, extended and flipped
down over the lens of the flash) then:
--The control wheel does NOT change the exposure compensation if the
flash head is tilted up into any bounce position.
--The control wheel continues to WORK NORMALLY if the flash head is
pointing straight ahead and clicked into its normal non-bounce position.
If the diffusion panel is NOT deployed (that is, is hidden in its
pocket above the flash lens),
-- The control wheel works in all cases, regardless of the flash
head's bounce position.
This was a quick and dirty test and certainly not conclusive of
anything. But I did recheck it several times and my 580EX is new and
appears to be in working order.
