I think the use case explained is different and I also would welcome this feature. Yes, tabs are restored, but only when the whole running epiphany is closed (as far as you don't hit bug https://bugzilla.gnome.org/show_bug.cgi?id=747860). If, with several epiphany windows, you only close one window with multiple tabs you lose those tabs for good. I would also welcome a warning message in this situation.
