Stan, why not upgrade to an alternator, I did and am delighted with the results, no more laptop or GPS problems from generator cycles fluctuating. Lynn Nelson knows the outfit who is really reasonable on the pricing, and the STC can also be purchased form another individual. It really is a win win, good luck,Pete

this may be a normal reading...residual magnetism in a generator is small, but sufficient  to activate the Voltage regulator. Once activitated, the voltage regulator energizes the field windings, making the rotating armature generate current, by intercepting the field windings magnetic fields......making about 13.5 volts. and 13 amps at about 2000 rpm.

With the regulator wires disconnected, there is no field winding voltage (other than this residual  small voltage) to react with the rotating armature to generate output.
