As I have spent the last 35 years working with engines and their accessaries, I would say this....  The only way gas gets into the carb is through the inlet needle.  This needle is opened and closed by the float. Short of a cracked carb housing or other damage, it comes down to this.   1.  Needle and seat are not sealing...2.  The float has a hole and has fuel in it so that it doesn't float high enough to shut off the needle valve.  3.  The float is rubbing on the carb body or is sticking somewhere. (Look very closely at it's movement area).  4 The float level is incorrect and does not come up high enough to shut off the needle valve. This should be adjusted by adding or removing washers under the inlet needle valve.  Do NOT bend the float.
If the float level is correct, the fuel level should be below the upper surface of the carb bowl, so unable to run out anywhere.  There should be no need for a carb "rebuild" unless shafts or other parts are quite worn.  These carbs are very simple and quite similar to carbs used on many old tractors from the 30's and 40's.   So basically look at (or have someone look at)  neeldle and seeat, float, and float level.  I hope this will help, if only to unravel the "mystery" of the carb.  Good luck.
