Hi Hartmut- looks like many,many of us have experienced ail. flutter.Yes
it
does creep up on you.
I was flying early morning, in calm air.Thought I had carb ice!,  slowed
down & flutter went away.Of course it came back,like you said, you can
feel
it thru the airframe & see the ail. Flutter!! Part of a temp fix slow down
& if you are cross-country you could shorten ail push rods
by 1/2-1 turn.This puts a preload on ail's>Of course this shade tree fix
should be redone asap by replacing worn parts in ail sys & rerig.
replacing
An bolts with close tolerence bolts will take out some play in sys also.
