Your Coupe, serial # 3961 should be equipped with the 9 gallon aluminum wing tanks and a single fuel return line to the LH wing tank. After checking the lines and tanks/screens for possible blockages as WRB suggests, you may have to work with the size of the vent holes. I had this sort of problem with an early Coupe and ended up restricting the vent hole size to the wing that was emptying first. ( I played with it by partially blocking the vent holes with toothpicks until I found the right combination).
More than likely you are going to find one or more lines partially plugged.
