You didn't read the whole thing!  ;~)

Go down to page 5 and you'll see the specific engine/prop combination
limits.

As far as cutting the length down to allow the engine to spin up faster, 
that's a benificial side effect, but not the real issue.  Absent vibration
and 
regulatory issues, alternatively you could pitch the prop finer and
accomplish 
the same thing.  The main reason to change the length is to eliminate 
potentially damaging resonances in the prop/crankshaft assembly.
