You are. of course, right.  It's unfair of me to characterize all FAA inspectors as I did.  I was partly joking.  I have, however, run into one inspector who do seem to have this attitude.  Regardless, an inspector who finds an undocumented modification to a fuel system is completely within his rights to ground that airplane, regardless of the technical merit of the mod, at least until the paperwork is taken care of.
