I had exactly the same problem. At the national convention I talked to Mark Harden and he told me to look for a leak in the top of the tube cap and sure enough there was a hole in it that I could push a pencil through. I sealed it and the problem was solved. With a hole or crack in that little plastic cover it acts like a siphon and pulls the fuel into the tube.

This past weekend I was doing touch and goes in the pattern.  I noticed that there was some fuel that was bubbling in the bottom of the nose tank inspection tube.  It didn't last long, but should I be concerned?
