This is a climb prop, so, even though you're running pretty high in the 
RPM's your manifold pressure is low in cruise, thus the low fuel burn.

Get it pitched up to 52 or 53 and your fuel burn will be more in line with

expectations.  Cruise will increase slightly and climb performance will 
decline somewhat.  Or forget it...

You're the first guy I've heard complain he wasn't using enough fuel...
