How do you define "neutral position"?
The Type certificate only speaks about an up limit and a down limit in
degrees. (Depending on Model)
I think if your coupe is in those limits, you are fine. The "neutral"
position is set inflight by the trim tab position.
So check the limits first, before you fix something that is not
broken.
