How do you define "neutral position"?
The Type certificate only speaks about an up limit and a down limit in degrees. (Depending on Model)
I think if your coupe is in those limits, you are fine. The "neutral" position is set inflight by the trim tab position.
So check the limits first, before you fix something that is not broken.

Hi,
    I noticed that the elevator on my Coupe is hanging down about 5 degrees in the neutral position.  I am thinking that the upper and lower cables may be in the wrong location and causing the problem.
    This would of course only be a problem if the upper and lower cables are different lengths.
Does anyone know if the upper and lower control cables are the same length or different lengths.
    I thought I would try to find out if this was a potential problem before I removed them.
