I think you are mistaking the air intake of the
carburetor with the hole above that in the nose bowl.
That hole is to be covered. It provides a direct
stream of cool air directly to your carburetor first and then the oil
sump.
While in summer this might be a good thing to have,
in winter you have 2 nos. First the intake spider is being frozen down -
something you really don't want to have in any engine and secondly, the oil tank
is getting too much cooling, so the oil never heats up enough to boil off the
water that's a byproduct of the combustion.
I am not planning on flying in winter here in
Germany, but if I would want to create a cover for that area, I would not
drill holes into the nose bowl as recently recommended, I would rather create a
plate that fits into that channel towards the intake spider. Leave 4 Lugs with
small holes and bend them and either use pins or screws to attach the plate
inside the channel.
That way you'll leave the expensive nose bowl
intact and if needed you can add a mechanism to the plate that might open up a
quarter of the area or so to provide cooling if you fly into warmer
air.
If I really go up this winter, I will probably just
throw in a piece of cardboard that I will safty somehow, but only if it is
really well below freezing.

2. Transfer that pattern to a piece of 0.025" Alclad aluminum, carefully cut it out and smooth the edges with a file. This is your Cold Weather Plate.
3. Locate and drill holes about 3/8" from the edge in each corner for #6 screws.

5. Install a 6-32 Rivnut or nutplate (I prefer nutplates) in each of the new holes in the nosebowl.
6. Put a layer of duct tape on the back side of the new Cold Weather Plate to cushion it from the nosebowl so it won't chafe the nosebowl.
7. Paint or polish the front side of the Cold Weather Plate as necessary, and install it on the airplane with 4 ea. 6-32 screws.
