I disagree. You "need" flotation if you are over water, out of gliding range
to a suitable landing site, and experience an engine failure. There is only
one highway in the Keys, U S 1, running from NE to SW all the way from Key
Largo to Key West. Any suggestion that you can fly over it, with intention
to make an emergency landing thereon, just isn't realistic. The daytime car,
RV and truck traffic is always intense.
