Scott,
I'm a level II in Ultrasonic, Liquid Penetrant, Mag Particle and Visual. Each level requires 40 more hours of classroom, and thousands of hours of field experience. A level I is a monkey-see, monky-do kinda guy. A level II must set up his equipment for him, and must make the final interpretation of his findings. The level III can be an instructor and is basically an overseer. Most level IIIs are consultants and run their own business and have Is and IIs working for them. Our airline has a level III on retainer and he has to oversee any changes we make to our program. But the difference in the airline side is that the level II can be an instructor which is one of the things I do. But I can only give instruction to someone in my own industry, I cant teach someone to inspect bridges or nuclear powerplants; just aircraft. But that's OK with me, I dont want that liability. There are enough snares out there for the licensed mech/IA/inspector- so now if something goes wrong they not only suspend or revoke my licenses but the government's lawyers press criminal charges with jail sentences and fines.
I am 47 and I will be happy when I dont have to do this for a living any longer.
