I would guess that one could get an airframe signed off without an engine. But, why? The clock starts ticking when it's signed off so you might be wasting part of the signoff expense when you can't possibly fly. Additionally, when the engine is installed, someone would have to certify the aircraft (not just the airframe) as airworthy. Would they accept the previous signoff without an inspection?
