I think Eliacim's answer was closest to being correct. An annual
inspection includes inspecting the engine. (Technically, you do not
annual the engine, just the airframe, but most don't record it that
way.) Anyhow, the annual cannot be completed without an inspection
of the engine, assuming you do not have a glider. I suppose, also
technically, the inspector could write up the annual with the missing
engine as a discrepancy, then, also technically, an A&P (without IA)
could correct the discrepancy, but, also technically, I think said
engine would still have to be inspected by an IA as the IA cannot
delegate any part of the inspection. Technically...
But, as John Roach stated, why would you start the clock with the
airframe unflyable?
