This is flat out wrong! (So much for "knowledgeable...) There are 4 or 5 small holes that alternately align with a larger hole in the stationary plate. The holes are sized and spaced so that as one hole passes out of register another is passing in. They do in fact provide a continuous reduction in pressure on the float chamber, hence a continuous moderation of the mixture.

What does the CF stand for?  Is this a climb or cruise prop?

CF is a designator of the casting from which the prop was made. In this case it indicates that you have an elliptical tip prop for the C75-85-90 series. As others have stated, it is considered a mild climb prop for the C85/Ercoupe combination.
