With the TAF oil filter kit, it the instructions say that it is the owner's choice to leave the screen in place or to remove it.  I removed mine for the following reasons:
 
1.  Removing the screen eliminates the need to remove the oil temp bulb and the oil screen housing on every oil change.  This was one of the reasons that I wanted to install the filter in the first place.    Every time I removed that oil temp bulb I worried that his would be the time that the nut on the bulb stripped or failed completely.  The nut on that oil temp bulb is a joke and the guy that designed it should have his knees broken.  (Just my opinion.  Others may feel more strongly about this.) 
 
2.  The screen will not catch any contaminants that the filter will not catch.  100% of the oil leaving the oil pump goes through the filter, and the filter does a better job than the screen.  I verified that 100% of the oil goes through the oil filter on the C-90 (unless the bypass opens).  I think that that the other engines (C-75, C-85) are the same.  Not sure though.
 
The instructions in the kit mention cutting the screen out with a hack saw.  I wouldn't (and didn't) do that.  If you take a regular propane torch, you can melt the solder out of the screen housing and remove the screen intact, thereby eliminating the possibility of having any metal fragments in there that could work loose.  Actually, heating the part up with a torch and pulling the screen out is probably simpler and faster than cutting the screen out.  With the screen desoldered, you can polish up the inside of the fitting so that it is nice and clean and smooth.
 
To answer your second question, I would say that you definitely need to remove the screen on each oil change if you leave the screen installed.  The reason is that if you leave the screen in there, it could load up with metal, but your filter might look fine when you cut it apart, and you would never know you had a problem.  Also, over several oil changes, the screen could load up with carbon and other junk, and eventually restrict the oil flow through the engine.
