Are you sure that flight instruction falls under
Service Bulletins? I recall it as only being passenger carriers - air line
and air taxi.

You're right, AD's are manditory, and Service Bulletins are voluntary for most of us. Those airplanes, however, that are used commercially (such as for flight instruction or air charter for hire) must comply with a MSB.
