John , if line to carb is partially plugged, it would do just that.   When engine is off, the bowl fills and RPM seems normal, but only until the fuel going in is slowed to a creep due to the partial plug.  Similar to what happens when you shut down by closing the main fuel valve.  As the fuel level in the bowl lowers for what ever reason, the mixture goes lean and for a short time RPM increases until too lean and then it shuts down.

1. No carb leaks whatsoever when the engine is off (header tank valve open).
2. IMHO the most credible theory, so far, is partially obstructed mixture
plate holes, suggested by both H Francis and WR Bayne. Crud shifting around
the mixture plate holes would explain the changes in behavior.
3. Grounding the thing is good advice.
