Hey Larry: The valve can be taken apart, but some times it may have been damaged by a previous attempt at taking it apart. Usually just a good cleaning and putting it back together with a little fuel lube will solve the problem. Be careful when taking it apart, and putting it back together to ensure it is in the correct position. Also, there should be a small spring washer under the valve, where the big screw holds it together, to keep it tight. Be sure not to lose this, or leave it out. Putting it back together without fuel lube may cause it to leak even more. I have heard of lapping the valve, but if you think it is necessary, use very fine lapping compound.,
I am not aware of any replacement valve, but talk to your FSDO, and see what they will approve. I would think that any approved valve that is the same size should not be a big problem, but then that would be too easy.
