Where do I find the definition of major overhaul?

You won't. It's a "made up term". Everyone has a general idea of what it means, but it has no official weight.

Overhaul and rebuild are defined in part 43.2. Basically, overhauled is disassembled, inspected, repaired, assembled and tested. Rebuilt means the same, but all parts are to new tolerances.

There are no major or minor overhauls or rebuilds. It's either overhauled (or rebuilt) or it's not.

An overhauled engine does not have to have overhauled accessories, although it is often done that way.

Re your cylinders, you mentioned hissing, or something. What is that?

If the cylinders are in good shape, I'd hone the bores and install new piston rings and go from there, if you're looking to save money.
