Sure is strange.
 
However, I would suggest first taking off the inspection panels for the rudder controls ( under each leading edge of the stabilizer, and checking the inside surface areas of the stabilizer for corrosion...
 
And,  also check the tightness of the securing bolts on the tail assembly.
 
Then with the elevator controls removed turn the elevator up upon the stabilizer and with a light/mirror, inspect the inside of the skins for corrosion...and /or broken ribs....
 
Yes, flutter could be occurring if the control cables are not tightened properly, but I feel sure you would have felt this...(like driving a car over Rumble strips on a hard surface road.).
