7-10 miles is ok today. You'll be able to make contact outside the control zone. We used to fly with 1/2 watt and hand crank tuning (VHT-3). Tower could just begin to hear you as you enter the traffic pattern. "Tower, give me a count please."
I know the duck will do better than that. Some of my friends would talk plane to plane with hand helds at 50 miles. If you have the line of sight, you can make the contact.
