Hey Ed: On my second Coupe, serial #170, which I built up, I had to get a FAA inspection for an airworthiness certificate. My PMI at the time came down to do it and had me remove any tie wrap that was on the engine mount and put a strip of rubber on the mount before I could put the tie wrap back on. Then he suggested that two tie wraps be used. One to go around the wire/hose etc. and a second to go around the tie wrap at 90 degrees to the first, between the wire/hose and the engine mount in order to make it tight. His theory was that it was very difficult to get the wrap tight enough to keep it from chaffing. By using the rubber sleeve and two tie wraps, you could get it tighter, and help prevent chaffing. I have been using that method for several years now, and have not had a problem with it.
