Dan. This is hard to say, since no panel is like the other. You might have found the cabin heater which would explain the scratching noise. It can also be a cable that ones had been hooked to the carburetor leaning mechanism and is now scratching at the firewall. One really has to have a look. Hartmut

It moves a little and makes a scraping sound at the firewall. Owner doesn't know what the knob is for. Since I am in a wheelchair I was unable to follow the cable and determine where it went.
