So let's see what we have: when I busted a TFR (didn't get a standard
briefing that day for a local flight), they explicitly denied my attempt to
use the NASA filing I had done.  I forget now their exact language (it was
over the phone) but their reasoning was something to the effect that since I
hadn't got a briefing, the FAR violation was deliberate, thus the NASA form
didn't work.
 
Yet several sources say the FAA will accept them for a TFR bust.
 
Result: FAA left hand doesn't know what FAA right hand is doing.  Are we
surprised by the inconsistency?  Not me.

Ed and Wayne still questioned the use of NASA form for a TFR bust. I called
AOPA legal 
counsel and discussed this. He said there are several cases in which NASA
form was used 
after a TFR bust and FAA has honored the NASA form.
