The 1320# STC allows but does not authorize use of the split elevator. Authorization is a separate issue.
As long as the empty CG falls within the allowed limits it is impossible to load the plane in a way that puts the loaded CG out of limit as long as the gross weight limit and baggage compartment limits are adhered to.
