No, I think it is just saying what we already knew - that you cannot fly as a sport pilot if you failed your last medical. You DO need to self-certify when flying as a sport pilot, meaning you must believe you are medically fit to fly. But I don't think that necessarily means you have to be able to pass a third class medical, though.
