Alcohol still, as far as I know, has to be added late in the distribution process.
I have known FBO's to do one or more of the following: Buy fuel from a distributor outside the area that requires alcohol. (This has paperwork and shipping ramifications.) Buy fuel from the distributor before the alcohol is added. Get together with other FBO's to make a full load. Bottom line, if you want it badly enough, you can probably get it. The alcohol tester works by combining the alcohol in the fuel with the water. This takes the alcohol out of the gas. Food for thought.
