Your A&P is right. If required by type certificate or FAR, TSO'd instruments 
should be used.

I can not find a mention of TSO'd instruments in our Type certificates, nor did 
anyone find a FAR rule that would state such requirements for our airplanes.

A VSI was not even standard equipment when Ercoupes were delivered.

  The A&P/IA I spoke to said he wouldn't sign off an annual or any other
  document with a non-TSO'd instrument installed in the airplane as
  required by the FAR's and type certifucate.

  He also said the non-TSd'd instruments were made mostly in China and
  couldn't be overhauled or repaired. 

  The instrument in question for me was a VSI I wanted to install. My
  solution was to mount it to the instrument panel with a bracket held
  on with Velcro. Works just great and I can "remove" it ASAP if I need
  to. $100 vs $350 plus labor.
