Thanks Bill, 91.205 covers all aircraft Part 23 or CAR.  We'll recommend new

...(b) Visual-flight rules (day). For VFR flight during the day, the following 
instruments and equipment are required: 
...(13) An approved safety belt with an approved metal-to-metal latching device 
for each occupant 2 years of age or older.

One of the local Ercoupe 415-C's has the Non-metal-to-metal seat belts. I want 
to research if this is legal. Since the 415C was designed under CAR rules, the 
strap-and-clamp belt may have been original equipment. Part 23 requires 
metal-to-metal. The original belts are not listed in the TCDS, and I haven't 
been able to cross-reference the seat belt part number to determine what belt 
was original. So are these legal belts? mitch
