I just go to an Avionics Shop and ask for a VFR transponder check.
They know what to do. All testing is done in the ground.
I have never bothered the tech with questions, but I have the impression he 
simulates various altitudes using some kind of metered (with an altimeter) 
vacuum pump and then reads and checks the altitude the transponder is 
transmitting.
Last time I paid $ 125.

  Somebody is telling me that the encoder does not have to be checked for 
correct altitude readout if the airplane is not flown IFR.  I find that hard to
