It depends upon how the seller describes the item, whether or not he allows an 
inspection and will refund the money if the buyer finds problems.  I suppose 
the buyer could send an email to the seller and state that his/hers purchase is 
contingent upon a satisfactory annual/prepurchase inspection.  Even then one 
must comply with the laws of the state where the sale is made and the laws 
there may be different than those in the home state of the purchaser.  In any 
case the outcome will be dependent upon the honesty of the seller.  If he is 
dishonest, then it goes to court and the lawyers get the money.
