That ring is not original equipment and needs to come off. The little holes on 
the side of the tube are the static ports, covering them adjusts nothing, it 
just distorts the calibrated pressure.
 
If I am wrong - please some one correct me.

Our Ercoupe has a ring connected to the pitot tube between the total pressure 
pickup and the static holes. I assume this can be adjusted, move fore and aft 
to calibrate the airspeed.I uploaded to picture to the photo section in 
99325>Pitot.Is this correct and should we adjust on it or remove it.I will 
first check the static and pitot system for leaks.Mitchn99325
