There should be a small hole right behind that ring. The ring causes a neutral 
pressure area right behind it.

I don't know what that ring is for and would take it off. The only adjustment I 
know of is that the pitot tube should be 3 7/8" from the bottom of the wing. 
They have a tendency to get bent and that will throw off the airspeed.Kevin1---
